Zafira 1.6 Fuel Economy

Hi all,
Sincere apologies if this has been asked before, but I've just joined this forum and done a quick search and not found the answer so I'm hoping you can help.
After years of admiring them, I bought a 2004 Zafira Energy 1.6 around a month ago for my wife.
So far she has only used it for the school run (3 miles each way) and the first 2 full tanks have only yielded 22 mpg. Most people would probably be shocked but my Jag only does 16 in town so although I'm not panicking yet, I'm certainly disappointed.
The first long trip shall be tomorrow, which should be around 200 miles, so I'll be measuring up again on Sunday morning.
Could anyone please advise what the 1.6 should do both in the city and on a long run? Is 22 mpg reasonable for very short runs?
Any advice most welcome.

Hi,
Thanks for your response.
Just returned from the 299 mile trip and after re-filling, the mpg was around 35, which is not bad, although could be better.
The garage claimed it was just serviced but I will check the plugs, air filter etc.
I've also heard the rear brakes can seize so will check those as well.
Anything else that could affect fuel consumption?
